With FHM, we use the full .5 to 5 star rating scale, so consider it more:

0.5 - a Fringe player. They aren't ready for the league, but could play in a pinch.
1 star - Is capable of playing in top league, although maybe you don't want him for 82 games.
1.5 star - 7th defenseman type player.
2 star - Solid player for you league. Won't do anything special, but won't do anything bad either.
2.5 - This is where it switches a bit.
3+ - A good player in the league. Should contribute regularly given the option.
3.5.+ - This where where good to great players are listed.
