How to do pro/rel

Can someone help me out. I can't figure out how to do pro/rel. I see the option, but it's blanked out

I was going to do one, but there are a lot of things to consider to make it work real well.
First is the players. For starters each league must have it PCM set lower than the above league. But what is best. 1.000, then .950. then .900, then 850. the game defaults to 1.000 at all levels but that is nowhere correct.
Secondly their probably should be no draft, all players come in as free agents...but realistically a young 18 or 19 yr old is good enough to play 3rd div and no matter the potential really shouldn't be signed and just be stuck on the reserve roster of the elite league.

Next comes free agency. Generally in such leagues you are a free agent after every year if you don't have a long term contract. hence players move up and down levels, shift teams quite a lot.

You have to think how much each league's financial structure should be. should all leagues have similar sized parks, or should they be lower and teams forced to spend money when they move up if they want to play in a higher div with fan increase.

Since I never fully found the best way within the game itself to portray such a system, Ihave left it aside and gone back to my normal leagues for now. Maybe someone has figured all the nitty gritty out and can let us know, then I might try.

Are you in Challenge Mode? A lot of stuff isn't available then.
