hey guys! i'm a little overwhelmed by all the options. what's the best way to get started?

Start small. Either a small fictional league with 1 level of minors. Put people or players you know and like into the league. Let the AI run the minors and set financials.
Or start with 2017 and let AI manage minors and financials.
Also look at various YouTube videos.

i've a lot of fun in my fictional league! i'm about 4 seasons in. I'm just watching my league unfold. a couple questions. I see where to go to add a second minor league but when should i do it and what else should i know?

You could add it any time. After the season or right before teh amateur draft. Your AAA will be set to unlimited roster limit by default, might want to change that to 25 or so, so your AA will be unlimited. Save weekly vs default yearly and back up your league at least once per season or when ever you make a major change.
Turn off league evolution (yeah i said it Bwburke), unless you are fine with random events like DH, more/less offense , etc.
