salary cap??

didn't there used to be a financial setting that basically made the league work as though there was a salary cap?

When I looked around a few months ago in these forums, I found the following suggestions. Apparently the best way to do it isn't to have a salary cap but instead to equalize the revenue each team receives. Here are the notes I copied. I have not yet tested either method.
--------------------------------------
1) Put all ticket prices to $1.00 or a negligible price.
2) Lock all National Media Contracts to the same price.
3) Make all local Media Contracts the same, I cannot remember but I think they cannot be locked so you have to check this every couple of years.
4) I would set visitor share of gate revenue to 50%, it will really only matter if you have ticket prices that are relevant.
5) I would set a cash cap at 10%~ish of team revenue.
6) Set all market sizes, fan loyalty and fan interest to the same amount.
7) Set stadium sizes to be the same.

The difference in revenue will now be merchandising. With market size, loyalty and interest the same this difference will be minimal.
If the ticket price idea bothers you the set the ticket price where you want it and I think there is an option to stop ticket price changes.
You will have to do some maintenance. Market sizes will change, loyalty and interest will change and wining teams will make a little more money. This will bring the difference between the top teams and the bottom teams much closer.

OR

ok, to equalize budgets, you have to equalize revenue. to do this, put a zero in ticket price, 0 in local media and merchandise. Set the national media to whatever you want the revenue to be. and make sure it's set to same contract for every team. Then click assign fictional financials to teams.

There will be slight variations in budget from year to year but it should be very close to one another.

could have a different reasoning --

league settings -> Financials

you'll see it near the bottom right of screen. if teams make a ton more than necessary, you may need to change some revenue streams. cash max on hand should prevent it too -> make sure extensions don't blow up. otherwise no harm, no foul
