What happened to commissioner mode?

I know it's here somewhere. Over the years I've played several versions of the game and never had a problem finding it.

I've purchased OOTPB 18. Just booted it up. I can't find it!!! I cannot find where to toggle commissioner mode. It's not in my manager settings or game settings.

What am I doing wrong?

Please straighten me out.

Commissioner mode toggle is not in Manager Settings or Control/Auto Play Settings.

Not in Play mode/Your Role.

I cannot find it anywhere in the game.

If your league is in Challenge mode, it will not have the Commissioner Mode option available regardless of whether you're "signed in".

I can find Commissioner mode when starting a new custom game.
