Coaches & Managers Development?

Do coaches, scouts, etc. progress and develop like players do?

From the manual:

"Personnel Ratings Changes
Personnel can learn and improve their skills over time. Unlike player ratings, personnel ratings cannot decrease with age. There are no potential ratings for personnel, so there is no way to know which personnel will improve, or by how much."

real example from recentl dinking around -- i made a guy all 182/200 for coaching...when he retired 16 years later i think the highest any one rating ot was 185. he won alot for point of reference. it was hilarious, i didn't do anythig but set their budget, give him 20years worth of contracts and let it go... he won the first 6or 7 WS, lol, and 9 total in 16 years. went from .593 in first year to .800+ the second and i didn't touch a thing except sliders for GM/Scout and Coach. i think the accurate budget vs other teams slowly ramping up was the greatest cause of that huge jump... and they didn't drop below .700 until the last consecutive WS. (~.650 that year)

i'd wager had i made him 50/200 he may not have gotten as high as "185", BUT he would have risen a greater distance than "+3" over 16years. i also think their may be some unseen things invovled... but relative to how TCR works and other things they have intimated in the forums, it's not a reach that it might move more quickly if further away from the top (or bottom, if negative trend).

comissioner mode on, go into edit a coach... 1-200 ratings for:

handle rookes, players, and vets (individually rated)
then teach hitting, pitching and running (individually rated)
etc...

so i made the important head coach ratings 182/200 (you can ignore scouting and medical staff ratings for coaches, obviously)

then i edit their overall strategies for playing baseball... a coach doesn't do trades, so you don't have to worry about those. but, maybe the overall roster strat affects lineups? double check that, 60/40 i am wrong on that. however, coach focus does affect lineups and pitching staff choices, as well as coaching preference (e.g.conventional vs sabermetric will almost certainly change your #2 hitter in lineup at the least)

i would wager if i had made him 50/200 instead and he coached that same dominating team for 16years, it may have risen more than +3 points for any one of them. in general in ootp, it is easier to improve when crappy... assume the apply similar logic as they do elsewhere in the game, becaue that type of consistency in coding is typical but not guaranteed.
