When is the best time in the year to add a new league to the universe?

Hey y'all,

OOTP veteran asking a question I should probably know the answer to:

I have a universe with an 8-team major league. I'm looking to add a new major league (not a sub-league, a separate) to the universe. When is the best time in the season to do this? I know a lot of things are supposed to be done on day #1 of the off-season, but is this one of them? Will it do weird things to the almanac to have a new league starting without a season? Maybe I want to do it on Jan 1? Or some other time?

Any help would be appreciated,

I like to add leagues January 1st. As it stands this jan 1st, which i am at right now i might add a single A to my EBL league as well as 1-2 independent leagues to the same league.
