It's about claim priority.
Why is Atlanta team lower than Milwaukee in 2017 ?
Atlanta 67wins, Milwaukee 74 wins in 2016 .
(Pls explain easily. I do not speak English well because it is non-English. )

If the season has already started, it's based on this season's records. Teams from the same league as the team that's waiving the player also get priority over team from the other league, whatever their record.
