Player Development Budget

I just upgraded from OOPT 14 to 18. The computer isn't allowing me to control the player development budget (says owner has retained control). How do I change the settings to allow me to manage the player development budget?

Go into the edit finances tab from the front office screen. Its a button off to the right. There you can adjust the owner. I think if you bump up one of the values it makes him hands off

I don't see an option there, but I am already into the season, so maybe it will appear when I get to the next off season.

If you are in challenge mode it may not be available. The option is always there otherwise.
