Creating tournaments

This might be a stupid question, but is there a way to create a tournament? Let me explain, I am wanting to create several small 4 team tournaments, and after all are completed, I would like to have a 56 team tournament. I am wanting to play all of the world series teams over the course of these tourneys, and see which team is the best of the best. Thanks for your assistance to a stupid question, I am just unable to figure it out.
