Promotion Relegation feeders

A question for the P/R crowd. Are you using a structured minor league feeder system or a reserve team of a given size? There are pluses and minuses to both. I have been using the reserve approach but I'm not happy with the ramification that system brings to player development.

I use reserve rosters and no draft. My league is extremely heavy on IFA spending and scouting discoveries. To make this work I have to have the player dev modifier up to something like 1.6 or 1.7 Otherwise young guys just sit on the bench or shuffle between the first team and reserve roster until they reach 25 or so. Before then they were stuggling to get regular playing time. With normal modifiers most players in my league were 27-35.
