Scouting Budget and Allocations

2 Quick questions...

does increasing the scouting budget increase accuracy? For example 12 million $ will give you a more true picture of players than 6 million ?

If you allocate more of your budget to ammature or international will you get more accurate reports?

Finally, is OSA a more true representation of ability, or your scout? Lets say your scout is rated "good" or better.
