OOTP18 file location(s)
Why are the files for OOTP18 in two separate locations? The game file is on the C drive and again under documents.
For example, the FaceGen files are in both locations. It seems like a duplication or am I missing something?

Not sure where on the C: drive you're referring to, but all but /data information is in the Documents location, along with your saved games, etc... with the stand-alone.

One's the install folder with all the basic files to run the game and the other is the data folder where all the custom data is kept.
This is a pretty standard installation structure, most all games install this way now. For facegens etc. just use the documents folder location, don't bother with the other one.

There's more than one question in your inquiry. Why aren't retired players generating pictures and where are the pictures located. By default, they're in the saved games/your save/news/html/images/profile and person pictures (that's two different files). That answers at least one. I think.
