League Reputation Affecting Free Agents or Bug?

Sorry, didn't know whether to report this as a bug or not. I am running a game where I'm managing a team in a foreign league with reputation level 6. I offered a contract to a free agent with MLB experience and he favored the offer at first. Then when it was surpassed by an MLB team I went to his screen to try again. He gave me an amount he was looking for that was less than what I offered him originally. I attempted to make my original offer again but the Submit Offer button never went active, it would just stay grayed out and he would have no response when I clicked Ask For Response or Meet Demand.

Then I found another free agent who already had an offer from a team in MLB. Same thing with my initial attempt to offer him a contract.

Is this supposed to reflect a free agent simply not listening to my offers because I'm in a lower reputation league? If that's what it is then that would be awesome so it's not a bug, it would just be the interface needing to be cleaned up. Both free agents went on to sign with MLB teams.
