Are Historical Minors and Random Debut compatible?

As the title asks. Can I have both enabled and have the game pull future Majors and perennial MiLBers as first year MiLB aged players?

Or rather let me rephrase this. How do I set the game up so that I have random debut players appear as minor leaguers with a functioning MiLB system?
