Draft Order problem when importing OOTP 17 save

Problem: I am seeing a bug in my save where every time I view the Draft Order, the first round increases by three picks. Three teams (Pittsburgh, San Francisco, and San Diego) get an additional draft pick in the Draft Order view, and this continues every time I view the Draft Order screen.

Correct initial first round should be 29 picks, with 11 supplemental first rounders. When I export the draft order, it will reset back to 32 first round picks (29 + 3 duplicates) and then continue to increase by 3 every time I view the draft order screen. Correct draft position for 3 teams affected is: PIT (2nd), SF (12th), SD (13th & 25th).
