Challenge Mode - Expansion Question

If we choose to do Challenge Mode, will leagues still be able to expand?

Thank you, but I can't seem to find that option to confirm that I checked the right things after making the league. I did this a few days ago and haven't had a chance to sit down and play. Can you point me to where I can see what options are checked after the game is made?
