Not exactly sure what the phrasing was, but back in OOTP 6 there would be random prospects who would make great ability jumps. Is this still a feature?

That's always been a feature. That is due to Talent Change Randomness which you can edit in your settings to adjust the frequency of spikes/dips.

Players still get talent changes, sometimes big ones, but you won't get those emails from your coaches about them every time they happen, if that's what you were asking. That hasn't been in the game for many years. I played OOTP2006 for an hour a few months ago, and those emails were kind of fun, though there were way too many of them.
