Seeing some changes in player strengths after converting from '17 to '18.

Is this something the development team has designed in?

Should I be sending in league files for assessment?

There are tweaks to ratings calculations, so it's possible some ratings will shift between versions.

Does this mean the total rating calculation from component ratings (like contact is BABIP and Avoid Ks) has changed, the scaling formulas from 0-255 to others like 1-10 or 20-80 has changed, or both?

I don't think there is much to it. Check the 1-250 scale in the editor. Maybe in the conversion the 250 scale number bumped the 20-80 rating 5 points. If I remember correctly the 20-80 scale moves by increments of 5.

There would be a rescout upon opening the new file too.

Yeah, my reply was more in reference to a new game triggering a full rescout, which can tweak things. Also we do fix bugs and tweak internal calculations, so especially if you have all ratings relative to league average, the league averages or deviations can shift which can alter ratings.

There's likely less shifting if you use absolute values, but I also think we patched various bugs in how those ratings can get calculated or displayed so it's always possible that things will shift there too.
