Can I limit innings for pitchers

Running a League as GM, so letting the manager make most game stuff.
However I like to inform that certain pitchers shouldn't be used more than max 1 innings.

I know I can "jump" in and make such decisions if playing the game, but if I don't I have seen many "miss-use" of closers and setup guys.

I have noticed I can pitch-limit the players, but that makes it a bit strange. What if he might need more pitches to finish the ongoing inning ?
What should be a normal pitch-count if that is the only way to go ?
And will the manager in charge follow this ?

(Perhaps I need to sack him ?)

This is just my opinion, and baseball experts may disagree, but I find it strange to want to limit the amount of IP's for a pitcher. If you're trying to limit him or save his arm, then IP's is not a good tool to use. A pitcher might throw 50 pitches in one inning and only 22 the next to get 3 outs.

Use pitch counts for that, because you're not really accomplishing anything by using IP's.

I would set a pitch count of 25. If he is not out of the inning by then, you might need to change him anyway.

I may be beating a dead horse but I want to make the suggestion again. We need the ability to pull pitchers after x times through the order. Current day managers are using this more and more because they're realizing pitch count or innings limits aren't as effective. I want the ability to pull my young starter after he's gone through the order 3 times. I don't want any of my relievers to ever pitch through the order more than once.
