First season all teams have minor league affiliates?

Playing a historic sim starting in 1925 with real minors enabled and have figured out that teams without an assigned affiliate have broken minor league options and no 40-man roster. The only way to move players off the reserve roster and onto the big league roster is to DFA them first, and if they are out of options you can't get there from here other than to cheat and edit out one of those option years. Therefore, at what point will all the major league teams finally have a minor league affiliate?

i believe it's 1934 or 5. Phillies were last to get an affiliate around that time, but teams don't always keep the same teams, so they may have 5 minors one season and 2 the next. i am not at my game so i can't check, but i believe it's the mid -1930's when they all have at least one minor league affiliate.
