How do you add an owner?

I edited league structure and moved a minor league team to the majors but now that team has no owner. Will they always be ownerless or is there some way to fix it?

never mind. when I simmed, owners appeared

But you can't manually. Which is weird because if you look at personnel there are some guys listed as owners but you can't do nothing with them
