How to Purchase Player Rights

I found the following player in my scouting report, and I would like to offher him a contract:

C. Mittlestadt on the Green Bay Gamblers. When I try to offer him a contract, I get a pop-up message that says "you don't own the NHL Rights to this player".

How can I find the NHL Team that owns his Rights?

You can't sign him because he's 17 and hasn't gone through 2 NHL drafts yet.

No one owns his rights in the NHL right now. He'll be up for draft in June. If you want to sign him, you'll need to draft him.

If a player makes it through 2 drafts without being taken by any team, he becomes a free agent who can sign with any team.
