Where is the setting to change manual All-Star voting?

I have been looking for 15 minutes, and somehow I just cannot find the setting to re-enable manual All-Star voting.

I'm not talking about manually setting the All-Star teams, I just mean voting. When I click on 'cast your ballot' it says manual All-Star voting isn't enabled for this league.

Game Settings > League Settings > Options > All-Star Game Settings. Check the box that says: "Allow Human Managers to vote for All-Stars".

Also checking the boxes "Hold All-Star Game" and "Automatically Schedule All-Star Game will put it on the schedule every year for you.

I don't have an all-star game settings section in that area. does it only appear in a certain time of the year or something?

Offseason plus pre-season. I think it disappears during the season but I'm not sure.

It can be frustrating enough finding certain settings; it doesn't help when some of them just completely disappear for periods of the season.
