Have you subscribed to your file yet? I think that's what does the trick for me, once I subscribe to the file, then I get the option to switch the visibility.

A far as pointing to the proper folder, you just have to upload the file with the proper folder structure, and Steam will automatically do that for you.

There are more detailed instructions on that in the tutorial I forwarded to you.
