Active Roster Minimums not enforced

Hi...

I have a two-level league -- ML and AAA. The ML active roster is set with a age minimum of 18; the AAA is set with an age minimum of 16. The creation ages are set at 16 to 33.

I ran the inaugural draft, which excluded all 16 and 17 year olds. To get them into the roster, I also ran a first-year player draft. On the other side of spring training, opening day rosters are set. Teams have 16 and 17 year-olds on the active roster. Why?

Known bug. Has been broken since at least OOTP 14.
