Confused about inaugural draft

I haven't played OOTP in a couple years. I tried to set up a new OOTP17 league as a custom league with an inaugural draft, and it's running the draft (and calling it the inaugural draft), but none of the teams released their players so we're just drafting 2016 draftees and some other guys. What did I do wrong in the config screens?

After the league is created, on the right part go into the small wheel for league options. There is a button to release all guys and hold a fantasy draft.
