What triggers this? Is it an abundance of FA or what? When does the game decide it's time to expand

Randomly.

When I started with OOTP15, the Cubs moved to Jacksonville to become the Red Wings after only 2 seasons into the dynasty.

And that's why, even though bwburke and I don't agree on much, we both agree that automatic league evolution is whack-a-doodle.
