Questions about the Complete Coaching System

I have been trying to figure out a way to improve this feature. I tried turning off the coaching system but then you lose your scout, which is really an important part of the game.

I am thinking about assigning all coaching choices to the assistant general manager. But even in commissioner's mode, it is hard to know what kind of coaches that person might pick. Does anyone have any information on this?

Also, if you turn off the complete coaching system, what impact does this have on your scouting budget? Does it render it useless and should you just turn it off for all teams in the game?

Turning off the coaching system does not affect whether you have a scout or not, that is controlled by having scouting on.
