Free agent low salaries

During free agency some of the great players are only asking for around $3M, Brent Burns and Kevin Shattenkirk are 2 examples. Shattenkirk especially since he had 60-70 points in his contract year in my save. I know there were some adjustments made in the last build

Yeah, we need to do some more work on that, the previous changes weren't enough.
