Is the OOTP 17 manual correct?

For editing world data the manual says

But I don't have a datadatabase directory, or nations.txt in my install folder, and I suspect that the data I want to change is in the world_default.xml file. Can anyone point me in the direction for making a completely fictional geography?

Unfortunately, the manual isn't accurate anymore. Please refer to this thread for an updated info on how to modify OOTP's default universe:

A lot of the latitude and longitude data in the world_default.xml file seems to be missing or seriously incorrect. I'm guessing that this doesn't matter much - unless maybe the owner request pops up for a GM to find a 'local player'?

I've noticed that for quite a number of years. I'm not from the US. There are quite a number of errors as far as the cities and towns in the country that I come from are concerned. I'm just speculating here: since it's a small company, the OOTP people probably have no resources to fix this-- it's not a priority. But, at least, it's about time the part in the manual on how to update OOTP's default world should be updated. It's already 6 years out-of-date! Frankly speaking, for many years now, I've been dreaming of an updated manual...
