International Amateur FA Cap = "Projected Other Expenses"?

So I just convered the OTBA to 17 last night, and we're noticing something that hadn't been there in previous versions. Each team suddenly has $10,000,000 is "Projected Other Expenses", which is tied directly to the International FA spending cap. If I raise the cap, the Projected Other Expenses follows along. If I get rid of the cap, the POE drops to 0.

This is not how it was handled in previous versions (at least, the OOTP 16 copy of the league does not have this behavior). Is this intentional behavior, or is this a bug?

You can now set budgets for the draft and international FA, and the defaults of those budgets are obviously tied to the FA spending cap. Each team can set that budget themselves for how much they want to spend.

Matt, I think I understand that, but why would the league International FA Cap amount be added to expenses in years 2 and 3 as projected expenses.

For example, the league is in November 2071. In 2072 there are no International Amateur FA expenses since the budget is $0. In 2073 and 2074, the league cap amount of $10,000,000 is showing as International Amateur FA expense. Shouldn't 2073 and 2074 use the team budget amount (currently $0) instead of the league International Amateur FA Cap amount of $10,000,000? Just because the cap is $10,000,000 doesn't mean the game should assume a team will spend that much and deduct it from what they have available to sign extensions and free agents.

"Projected Other Expenses" includes an amateur draft budget and int'l FA budget.

i just started a new league (still day one) so this may not be a problem day 2... i have draft budget rules turned off and it still adds the default $3M to the int'l amateur FA budget for the "Projected Other Expenses" total.

This also creates an issue during the time from the end of the season until free agents filed as the game pulls the max international amateur free agent amount even if a GM sets a budget amount under the player development screen.

As you can see from the screen shot, the $2 million budget I entered shows up under projected extensions, but the max budget of $10 million is still showing up under projected other expenses in the extension information widget. This is not allowing me to attempt to resign a free agent-to-be between the end of the world series and the start of free agency.

Yes, but the budget is $0.

It is showing the Int'l FA CAP amount as expense instead of the budget amount. I don't think it should assume every team is going to spend the max cap amount and should use the budget amount.

I think the issue is the game only uses your entered amount for the current year's budget but uses the max amounts for all future years.

Yeah, we probably should just assume that you use your budget every year, like we do for scouting/dev budgets.

That would be fantastic. I like the addition of including these budget amounts and this tweak would make it work great IMO.
