Why are AI teams not spending money on FA?

This is true for most of the teams across my league, but if you look at the "money for free agents" section, you will see that teams apparently have no money for free agents, but tons of money for contract extensions, which makes no sense to me. Anyone know how I can get teams to spend more on free agents?

Never mind, I think I realized that the problem is that a lot of teams have tons of money tied up in offered contracts.
