Adding new baseball cards from square one

In a nutshell, I'd like to add the Topps sets from rhinopeel's site, so I was wondering what I would need at a minimum to add these to OOTP17, and the best way to add them in.

I currently have NO mods installed.

There are a couple of options on how to install, and it depends a little on what you want the default OOTP behavior to be and how the modder packaged the files.
