What am I doing wrong!?

I am trying to create a league with only national teams and i want the better programs to have the best players. The problem is that even small countries like Nigeria are generating good players. Even the USA players are no better than the rest. I tried using the draft and I tried disabling the draft to see if there was a difference. I always thought the baseball program level had an effect.

Make sure hou have commish then make the rosters you want.
