32 Team Fictional League Creation Issue

I sent in this ticket about two weeks ago and have still not received any response. I am hoping that posting it on this board may speed up the process.

I am having trouble creating a fictional league and using the Team Draft Budget feature in the inaugural draft. I have tried doing this with the normal MLB setup and it works perfectly but when I create a 32 team league with 4 levels of minors it does not work properly. When I do this, I run the inaugural draft and all of the players are signed to minor league contracts. I have uploaded two world templates I created, both of which have not worked. One was done from scratch with the creation wizard (DJM The Template.zip) and the other I used the default MLB fictional setup and adjusted the teams after the league was created (DJM Template MLB). I thought that the templates were better to upload than any league that shows all of the minor league contracts. If you use either template and create a league you should see the problem. If you want any league files please let me know.
