Asst GM not fulfilling duties

I'm playing as gm only and have allotted all hiring and firing of minor league personnel to my asst. However, whenever I get a note that one of my farm teams needs a new coach, nothing happens until I step in and make the selection. I did not want to have to be bothered with this which is why I set my manager/gm controls the way I did. Anything I'm overlooking or doing wrong?

A few questions in response:

Have you in fact properly assigned the duty to your AGM? There are two levels for that assignment, parent club and minor league teams.
It can take time for the AGM to recruit personnel. Candidates do not respond right away. Are there any pending personnel offers listed?
This is going to sound stupid but I will ask it anyway: Are there available personnel for the position? For one reason or another, the game may have "run out" of people and you will need to create more (as commissioner).

I'm handling personnel for the parent club, the asst. handles it for all minor league teams. I gave it about three weeks but nothing happened, before I stepped in and there were plenty of personnel available. Maybe next time I'll wait longer just to see what happens.

Honestly to me is more surprising to have an asst. GM but bit base coaches . I dint assigned mine any duties

Don't forget to look in this screen as well. It's hard to find (for me, at least - I have to hunt for it every time). You got to go to League Transactions and click Available Personnel, then Pending Offers. You would think that this would be where you search for available personnel (Manager Menu, Staff Search & Shortlist, Staff Search), but not. My Pending Offers screen is blank right now because my AGM is doing his job!
