Does OOTP run without internet?

I was going to post this on the technical support, but it doesnt seem to have any posting traffic.

Anyway, I was playing OOTP last night during storms in my area and noticed that, during the storms I didnt have internet, but my game was still playing out. How does OOTP run itself? Does it run on it's own database without internet??

Correct no internet needed. The only slight caveat is that Steam is sometimes unhappy with no internet, even in offline mode (if you use the Steam version of OOTP). But the game itself doesn't need it.

How do I go off-line mode? I bought OOTP through Steam. Thank you for any input.

even with the steam version? i'm not as familiar with their software offerings. i wait until its on gog.

you can make inbound and outbound firewall rules to prevent it from happening. i do this with most software out of principle, and only turn them off if i need to update, or if it prevents operation... at which point i find alternative software

type Firewall into search... then use the wizard for inbound/outbound rule, point it at ootp.exe in the game directory, click finish. repeat for the other direction (in/out).

I didnt use Steam. I just downloaded straight into computer.

You don't need to have your Internet connected once that version of the game is installed to run it. I still can't figure out why you asked this here instead of tech support

All I know, I got home from work at 7:15. Steam had my patch ready to download. It's now at 98% and just about ready. I'm guessing if I didn't have Steam I would be in hour 1 of a 4 hour download. Of course the patch would time out 2 hours into the 4 hours and I would have to start over. So, with my crappy internet, Steam is great.
