Historical Game Wizard Question

Not sure if this is a bug or I am doing something wrong. When I set up a new historical game using the wizard - I go straight from step 1 to step 3 - why is it skipping step 2?

Skip it - I figured it out. I guess if you choose minors you can't go to Step 2.
