Expansion teams having empty minor league rosters

in between the 2016 and 2017 season I expanded the league to 32 teams,adding one to the AL east and one to the NL east. I cannot advance past June 29th 2017 because their teams in the Appalachian league have 0 players on their rosters. I have tried filling them with fictional players and it does nothing.

So I fixed it by going into commish mode and doing "AI setup organization" and it filled the rosters

Edit: Oops, guess it didnt fix it, it only puts 6-10 players on the team when i do it and if i fill it with fictional players or manually move players there it just resets it the next day
