Hi,
Is it possible to create a league where players can only can come to a club through free agency?

Yes. When setting up your league disable the amateur draft. The game will still generate new players every year (unless you disable that too), but they will go directly into the FA pool.

Not at my computer now, but it is under the options tab in league settings, I believe.
