What is the AI's formula for HOF induction?

Without any manual input, what does the AI use to determine HOF worthiness? Seems to do a hell of a good job, just curious what factors go into it.

did you bother to read the quote from Matt Arnold I posted with the screenshot? He said the milestones have an affect on the HOF inductions too
