Steam Activation Key

When I preordered OOP17 it said you would get an additional Steam key on the 22nd of March.

1. Is this additional as in 2 Steam keys or additional as in you get the beta gold key and an additional key for Steam?

2. On the 22nd I did get an email but there was no Steam key in the email. I tried using my original serial number on the Steam activation page and it was invalid. How do I access the Steam key or 2 Steam keys?
