Historical minors: mass releases

Two organizations just released huge chunks of their minor league systems, including some decent prospects, on consecutive days. Is this working as intended? (Version is 17.4.36.)

I have seen this kind of behavior when there are limits on minor league roster sizes, but I used the default settings and there are no limits on any of the leagues. I changed the setting for roster management from the default of "fill top teams first" to "put players at their appropriate level for development". I wonder if that is causing it.

I am tempted to start again with all of the default settings to see what happens.

I have noticed in OOTP16 (Haven't messed with 17 enough to know yet), I had issues with players being released if I had players locked and moved them to a minor league level that the AI didn't think was appropriate. It's like they couldn't demote or promote the player where it thought he should be so they just released him. This caused me so many headaches in my online leagues that I quit using "Ask AI to set up complete minor leagues" from the Rosters/transactions screen. Wonder if these two phenomena's are related?
