Expansion teams have no minor league teams?

So I just finished the expansion draft in 1961 for the Houston Colt 45's, and the NY Mets. I'm in mid-October, and I don't see any minor league affiliates for either team? Didn't see anything in settings, and didn't know if these would get added once it sim into 1962?

For example, with Houston, the teams would be Oklahoma City, Durham, Modesto, and Moultrie? Any ideas on this?

In 1977, Seattle and Toronto had only a short-season A team and neither had a AA team until 1980 according to baseball-reference.
In 1962 even the Chicago Cubs did not have a AAA team!

Because the 1962 Cubs were a AAA team.

Given the way they were run at the time, I don't doubt that. The College of Coaches was a failure by any measure.
