Colt 45's and Mets are missing?

So I just simmed the 1961 season as the Phillies GM/Manager, but decided just for kicks, I'll take over those Colt 45's. As a kid, the very first baseball I saw was at Connie Mack Stadium in 1962 between the Phillies and the Colt 45's. BUT in my game as I approach the offseason there's no expansion draft? Doesn't appear the Mets and Colt 45's will be in the 1962 season? The game added the Senators and the Angels Ok in 1961. Can't figure this out?
