Diminishing Trade Returns

I made a ton of trades in a standard league and at the beginning it seemed pretty easy to get fair deals but gradually got harder and harder to trade. Now to get a player with 20 potential (I have scouting turned off) I would have to give up 4 great players so its basically impossible to make any further moves.

I started a new game and trading is much easier again, some of the players I found impossible to trade for are easy to attain for the same offer. I haven't simmed through any days so both games were on the same date. Has anyone else noticed this? Is this by design?

This was in the beta model maybe that is the issue?

For example in the attached picture I tried to trade Vincent Velazquez and Odubel Herrera for some random terrible relief pitcher in the Dodgers system and they said no. It isn't just the Dodgers either I can't trade with anyone. I did not modify AI trade preferences at all and financials are turned off. If I start a new league with same preferences I can get a fair deal.
