Historical Game adding players

I am playing a historical game (year 1980) with random rookies from all eras turned on. Amateur draft turned on so random rookies are drafted.
I also clear all league history and service time when
i start the game.

Year 1 game works fine

Year 2 Game imports around 100 free agents from all eras. Note. These players were not in the game previously.
ex. Hank aaron came in as a 34 year old
Babe Ruth 29 years old
And so on, and so on

Year 3 Game imports around 60 Rule 5 players. These players were not in the game previously. Since everyone started with 0 years service time, there should be zero players eligible for Rule 5.

Note: The draft portion of the game is working fine.

Just tested this (random debut) and am getting the same thing. In the first off-season after the test season, before the draft, random historical players are being added to the free agent list. These guys were not part of the inaugural random debut draft.

Not as a youngsters in the draft class, but as a veteran free agents. A bunch of players were added.

Update:

If you play early 1900 seasons where their is no Free Agency or Rule 5 Draft, it just sticks random veterans players on teams.

These players are not included or part of the amateur draft.

My team went from an active roster of 25 players to 70 players by simming to November 1st. Amateur draft was being held on Nov. 15, and The player list here (draft) was correct.
