Historical Leagues - Rookie import broken?

I'm a little confused about my historical league and how it's importing rookies. I've been playing since 6.5 but things are different this year with full minor leagues.

I started a sim in 1946 with default settings. Assuming it works like past versions this setting should have rookies appear with the fist team they played for:

But after the 1946 seasson my Athletics did not receive any players and the list of available free agents is over 900 players:

For example, Dick Lane.

The first thing I always do with a new league is clear the entire history. This league started with 1946 but he has stats for 1945 - those are his real-life 1945 stats that came with the import.

Looking at his real life stats it looks like he sat 1946 out and didn't make his MLB debut until 1949. Did he import because he played in the minors in 1947? And if so why is he a free agent rather than being assigned to the minor league team he debuted with (even though he actually debuted in 1945)?

]

Looking further I thought maybe these were all players who sat out 1946 but played in a later year but here's a guy who only played in 1945. He didn't appear in the first year of the sim, 1946, but showed up as a free agent in the offseason:

This is with a historical sim starting in 1946 with default settings. The only thing I did other than start the sim with the wizard is delete the entire league history right after creating the game. Why am i getting players who only played in 1945 as free agents heading into the 1947 season?

You should post stuff like that in the bugs report forum.

You're right - I started a new thread there.

I'm just not sure if it's a bug or if it's just me not understanding how it works with real minor league players. I've played a lot of historical sims in OOTP through the years so I'm familiar with how it worked in prior versions but maybe things are different this year.

Ugh, I thought that was off by default with historical sims.

But these screenshots are taken on Nov 19, 1946. According to the league calendar the amateur draft class won't be revealed until December 1 - so that explains why no players appeared on my team as expected but not where these 900 free agents came from or why I'm getting players heading into the 1947 season who only played in the minors in 1945.
