Leagues outside MLB

if we do a GM as a MLB team and have all the other leagues of countries or whatever is available to us can players move to different leagues?

Ex. Could we see an Ichiro like player want to come from the japan league to the MLB or a MLBer trying to get back in goto Japan.

Is there any benefit to doing a league including multiple leagues?
